Voting Question: how to deal with those misrable neighbors ?

hello...I came to USA with my wife and 2 kids and I'm living in an apartment complex in Lexington,KY...the new people who moved and are living above our apartments are killing us with their jumping and running from 11 or 12 am to 5 or 6 am everyday..they are crazy , we can have rest and sleep , and from their behaviour I don't like the feeling with talking with them...They are unbearable any more...talked more than once to the land lord (who said he will fine them) and even called police 2 nights before (who did nothing)...what should I do now ?
